Image with ext4 filesystems instead of grub?

I'm trying to set up a potato board for automated testing, and I'd like to use features in grub that require grub be able to write to /boot/grub/grubenv.  The image I'm using (Ubuntu 18.04 with UEFI) uses a btrfs filesystem, which grub currently doesn't know how to write to.  Are there any images using ext4 as the rootfs (or as a separate partition for /boot)?  Thanks.

You can give images at https://www.armbian.com/la-frite/ a try. Those use ext4 for the root. Both do, Debian and Ubuntu.
